The President of the Republic, His Excellency Mr. Paul BIYA, after his brilliant re-election at the head of our country, committed the entire Nation to a policy that should lead to the great achievements whose realization will make Cameroon an emerging country by 2035. The livestock, fisheries and animal industries sector is one of the important sectors of these great achievements, because it must play its role as an engine of growth by producing more, better and more efficiently.


By the will of the Head of State, I am on a mission to the great family of livestock, fisheries and animal industries, to lead them on the site of major achievements. To achieve this with strength and determination, we must all together focus our energies and our know-how on actions essentially focused on increasing animal and fisheries production. To do this, we must get to work to achieve the main objectives that we set ourselves in 2012, and which will serve as the basis of our roadmap.

In the livestock sector, with regard to the programme for the development of animal production and industries, we are going to support producers, with an emphasis on the development of short-cycle animal sectors, in order to increase the production of meat from modern and traditional poultry, small ruminants, pigs and table eggs. The modernization of the production apparatus of large livestock breeding will also make it possible to increase milk and beef production, through the effective start of the dairy component, the intensification of artificial animal intensification, the continuation of cattle treatments against trypanosomiasis and their vectors.

In the fisheries sector, we will focus on priority actions with high added value which will consist of the revival of the activities of the Mission for the Development of Artisanal Maritime Fisheries in Cameroon, support to fishermen and organized processors, in fishing equipment and product processing to increase their production, strengthening the structuring of fishermen into socio-professional groups, and supporting the development of aquaculture through the rehabilitation of private ponds.

In the area of livestock protection and veterinary public health, we must, more than in the past, preserve the good health of livestock and ensure more effective quality control of foodstuffs of animal and fishery origin. To this end, I recommend that you improve the vaccination coverage rate and intensify the fight against rabies in partnership with decentralized local authorities, to sustain the achievements of the epidemio-surveillance network, to strengthen the control measures of major endemic diseases such as African swine fever, to prevent their resurgence or re-emergence.

For this year 2012 and as part of the Major Achievements, two major projects will be completed. This is the laboratory for the analysis and expertise of foodstuffs of animal and fishery origin in Douala, a real reference in Central Africa for the analysis of foodstuffs. This laboratory will guarantee the safety of food consumed locally and those intended for export, in particular shrimp intended for the markets of European Union countries; the Institute of Nautical Arts and Crafts and Fisheries in Limbe, which will undoubtedly be a reference in sub-Saharan Africa in terms of training specialists in navigation, repair and maintenance of fishing gear and boats. To achieve our common goal of success, we must work individually and collectively with method, conscience and determination. I will pay particular attention to ensuring that the new dynamic, instituted at the level of the government by the Head of State, is materialized by concrete results, measurable assessments. By this, we must develop a culture of results, we must be professional. Our work must lead to an increase in animal and fish production, and also protect the Cameroonian consumer against zoonoses and all emerging and re-emerging diseases.

As for the professionals in the various sectors, I urge you to be more efficient in organizing and making significant investments to modernize production equipment, in order to ensure the quantity and quality of your products and to echo the economic patriotism desired by the President of the Republic.

As you can see, a vast project awaits us in 2012.You can count on me, I will do everything in my power to ensure that you have the necessary guidance and impetus for the harmonious accomplishment of your respective tasks.
