General Secretariat
(1) The General Secretariat is placed under the authority of a Secretary General. The Minister’s main collaborator, who follows the investigation of the affairs of the department and receives the necessary delegations of signature from the Minister.
As such, he:
- coordinates the action of the central administration and the decentralised services of the Ministry and holds coordination meetings to this end, including
- he sends the minutes to the Minister;
- defines and codifies the Ministry’s internal procedures;
- ensures the ongoing training of staff and organises, under the authority of the Minister, seminars and refresher, further training or specialisation courses;
- monitors, under the authority of the Minister, the action of the attached services whose action programme he approves and receives the activity reports;
- ensures that files are processed quickly, centralizes archives and manages the Ministry’s documentation.
(2) In the event of the absence or incapacity of the Secretary General, the Minister shall appoint a Director to act as interim director.
(3) The following are attached to the General Secretariat:
- The Division of Studies, Planning, Cooperation and Statistics
- The Monitoring Unit
- The Communication Unit
- The Translation Unit
- The Legal Unit
- The IT Unit
- The Zootechnical, Veterinary and Fisheries Education and Training Unit
- The Sub-Directorate of Reception, Mail and Liaison
- The Sub-Directorate of Documentation and Archives
