General Inspector of MINEPIA
(1) The General Inspectorate, under the authority of an Inspector General, is responsible for:
- internal control and evaluation of the functioning of central and decentralised services, companies and public and semi-public establishments under supervision, as well as related bodies and projects;
- evaluation of the performance of the services in relation to the objectives set;
- the information of the Minister on the quality of operation and performance of the services;
- the evaluation and application of organizational techniques and methods as well as the simplification of administrative work, in conjunction with the competent administrative reform services;
- the implementation of the anti-corruption strategy.
(2) It comprises, in addition to the Inspector General, three (03) Service Inspectors.
(3) In the performance of their duties, the Inspector General and the Service Inspectors shall have access to all the documents of the services audited.
As such, they can:
- request any information, explanations or documents from the heads of the departments inspected, who are required to respond within the prescribed deadlines;
- Have the necessary support staff from other parts of the Department on an ad hoc basis;
- to request the police, if necessary, after the assent of the Minister and in accordance with the law, in order to lend them a hand in ascertaining attacks on public property.
(4) Each inspection or control mission shall give rise to the drafting of a report addressed to the Minister, with a copy to the Secretary General. The Minister shall send a copy of the report to the Minister responsible for administrative reform and to the Minister responsible for the Supreme Control of the State.
(6) The Minister shall send a quarterly inspection report as well as an annual report on the activities of the General Inspectorate to the Prime Minister, Head of Government.
