Program 059, entitled "Governance and institutional support in the Livestock, Fisheries and Animal Industries sub-sector" aims to improve the implementation of MINEPIA's programs, strengthen the monitoring and coordination of services in order to set up mechanisms to ensure their coordinated operation in the perspective and dynamics driven by the Head of Ministerial Department. Its strategy is based on:

    • strengthening the culture of results through the systematic practice of results-based strategic and operational planning, monitoring and evaluation, audit and internal control;

    • the improvement of the working environment and conditions essential to the deployment and efficiency of staff;

    • capacity building of staff in order to update knowledge in the Ministry's areas of intervention;

    • Improving reporting on the implementation of activities;

    • the improvement of communication in order to reduce the asymmetry of information within the Ministry and to increase the visibility of the assets of the Cameroonian economy.

The governance and institutional support programme also aims to strengthen the various central and decentralised structures of MINEPIA to enable them to carry out the missions and responsibilities with which they are entrusted in optimal conditions. It also aims to create a conducive framework and the necessary conditions for the integration of the gender dimension into the policy, programs and projects of the Ministry in charge of livestock, fisheries and animal industries.

This program integrates all interventions related to the management of human and material resources, legal affairs, the steering of the pastoral and fisheries strategy, the use of new technology as a strategic choice, and cooperation as well as audit and evaluation missions. It also opens up a real area of intervention relating to prospective and strategic studies by placing a particular anchor on the achievement of the objectives of the SND30.

In addition, while contributing in a transversal way to the implementation of the Department's business programs and the institutionalization of gender equality integration, the support program also aims to improve governance at the ministry level in order to rationalize human and financial resources and improve the institutional management of the central administration and the institutions under its supervision.

The issue of agricultural statistics occupies a prominent place in this programme, which considers that it is by mastering the data that we are supposed to have an inventory of the sector and it is on this basis that future forecasts could be made.

Its importance lies in its nature as a programme for the support and accompaniment of the other structures of the Ministry, which guarantees the success of the various projects relating to the strategy of the environmental sector. The modus operandi of implementation of this program is broken down into nine (09) actions, namely:
