The governance and institutional support programme in the livestock, fisheries and animal industries sub-sector is a programme to optimise the capacities of services and actors in the sub-sector. It aims at the harmonious implementation of the sub-sector's strategy through the improvement of the framework and working conditions, as well as the strengthening of the capacities of MINEPIA staff, the various sub-supervisory structures, support bodies, associations and professional organizations in the sector. The program is being implemented through the implementation of nine (09) actions. He is responsible for the orientation, coordination, management of institutional resources and improvement of governance according to the strategic axis of "improving the management and governance of the livestock, fisheries and animal industries sub-sector".

In previous years, the said programme has made it possible to ensure consistency between the objectives set and the performance achieved with the help of the human, material and financial resources made available to the technical programmes in order to improve their performance, to monitor the implementation of the budget, to control the wage bill, to build infrastructures to house the services of the Ministry, to communicate on the actions carried out in the sub-sector and many others.

In accordance with the provisions of Decree 2012/382 of 14 September 2012 on the organization of the Ministry of Livestock, Fisheries and Animal Industries, the improvement and coordination of the Ministry's activities includes: (i) the control, evaluation of the performance of services and the fight against corruption; (ii) the coordination of the action of central and decentralised services; (iii) the definition of the Ministry's internal procedures; (iv).staff management and training; (v).planning and monitoring of activities; (vi) the preparation, implementation and control of the budget; (vii) the management and maintenance of real and personal property.

The areas of concentration of the programme's intervention take into account the main issues such as: the establishment of a reliable system for the production of statistical data, the improvement of the framework and working conditions of staff and the efficient functioning of the PPBS internal chain.

The implementation of this program involves state actors at both the central and decentralized levels. At the central level, these include (i) the General Secretariat, (ii) the General Inspectorate and (iii) the Directorate of General Affairs. At the decentralised level, the coordination and animation of activities is ensured by the regional delegations. However, it would be necessary to establish a good working climate between the various actors to ensure a harmonious management of the strategy.

With regard to the decentralized local authorities (DTCs), which are privileged actors, particularly in the context of the current decentralization process, they are expected to properly implement the competences transferred to them, in close collaboration with the competent technical services of the Ministry.

Jointly funded projects under this programme include UNPEC and AFOP. The technical, financial and cooperation partners that provide support to this programme are the French Development Agency (AFD), the World Bank (WB), the Kingdom of Spain, the United Nations System Organizations in Cameroon (OIE, UNDP, FAO, WFP, IFAD, WTO, etc.) through the United Nations Development Assistance Framework (UNDAF), etc. These TFPs are expected to support the improvement of the legal framework and the capacity building of the subsector's actors.
