PIISAH: AGREEMENT AND PERFORMANCE CONTRACTS SIGNED
The six implementing agencies of this plan initialed their specifications on June 20, 2025 in Yaoundé.
The budget allocated to the Ministry of Livestock, Fisheries and Animal Industries for the Integrated Agropastoral and Fisheries Import-Substitution Plan amounts to just over 11 billion CFA francs. The implementation of this project of the Head of State will be ensured by the MINEPIA implementing agencies, in particular the sub-supervisory companies and attached bodies. A total of six of them have signed performance contracts with their supervisory authority. SODEPA, LANAVET, MIDEPECAM and the various funds are responsible for implementing this project, which is being held over a period of three years. Each of these implementing agencies has a set of specifications with very specific performance indicators. For example, the Caisse de développement de l’élevage du Nord is expected to contribute to the production of 160,000 litres of milk between 2026 and 2028, a volume that should reach 600,000 in 2029. The project also aims to increase from 224,000 tonnes of fish in 2022 to 450,000 tonnes by the end. Details that the Minister of Livestock, Fisheries and Animal Industries reminded the various officials, who went in turn before the Inspector General of MINEPIA Dr. Engamba Philippe Didier for the signing of the documents. “The objectives of the PIISAH are SMART. There is no question of going in all directions because the Head of State himself has determined the period of this project,” said Dr. Taïga after signing the partnership agreement with the Cameroon Bank of Small and Medium Enterprises.
As a reminder, the Integrated Agropastoral and Fisheries Import Substitution Plan (PIISAH) concerns milk and fish. According to experts, these two commodities cost the state budget a lot. The performance contracts signed on June 20, 2025 aim to produce more locally in order to substantially reduce imports.
