ACCELERATION OF DIGITAL TRANSFORMATION IN CAMEROON: DIGITAL EQUIPMENT AND PLATFORMS FOR THE BENEFIT OF MINEPIA.
Improving the quality of statistical information, strengthening health surveillance, optimizing emergency management and increasing the effectiveness of public policies in favor of rural actors, these are the objectives of the handover of digital equipment and platforms on February 24, 2026 to MINEPIA.
Placed under the aegis of the Ministry of Posts and Telecommunications, this structuring project, implemented with the financial support of the World Bank, aims to sustainably consolidate the national digital ecosystem. It is based on three major components: on the one hand, the strengthening of trust and the institutional framework of digital technology; on the other hand, the extension of connectivity and digital inclusion; and finally, facilitating the implementation of data-driven solutions in the agropastoral sector by smallholders.
Making digital technology a structuring lever for the transformation of the agropastoral sector
The handover ceremony of digital equipment and platforms, which was part of the Government’s drive to modernize public action, reflects the constant desire to make digital technology a structuring lever for the transformation of our strategic sectors, including the agropastoral sector.
This orientation is fully in line with the vision of the highest authority of the State. Indeed, in his end-of-year speech to the Nation on December 31, 2015, the President of the Republic declared: “In this last area, we must catch up as quickly as possible in the development of the digital economy. This is a real growth accelerator, in addition to being a real niche of new jobs for our youth. We must be able to take full advantage of this. The Government, in its organization, will give this sector all the attention it deserves. »
It is precisely in this perspective that digital technology is now considered as a structuring infrastructure for development. Thanks to digital tools, the State can collect information in real time, improve the coordination of its services, strengthen the traceability of activities, optimize planning and base its decisions on objective elements.
State-of-the-art tools for a substantial and sustainable improvement of the agropastoral sector
Specifically, this retrocession covered, in particular:
·the Agropastoral and Geographic Statistics Information System platform, deployed within the Directorate of Studies, Planning, Cooperation and Statistics, allowing the collection, processing, analysis and visualization of sectoral data;
·the information platform for the improvement of animal health, operational at the level of the Directorate of Veterinary Services, intended for epidemiological surveillance, the management of health alerts and the monitoring of livestock;
· the bilingual platform for monitoring and managing learners and training schools of MINADER and MINEPIA, a tool promoting administrative transparency, management efficiency and interoperability of information systems.
This handover also included logistical and operational means, including:
· six service vehicles for field activities;
· a 20 KVA generator;
· computer equipment dedicated to digital platforms;
· the computer equipment of the Animal Health Emergency Operations Coordination Centre (COUSA).
Have high-performance information systems capable of producing up-to-date and usable data
With regard specifically to the latter, the availability of reliable information is of particular importance. The management of geographically dispersed activities, exposed to health, climatic and economic hazards, requires precise knowledge of livestock, production areas, fishery resources and market dynamics. In other words, it requires high-performance information systems capable of producing up-to-date and usable data.
It is in this logic that the agropastoral sector has been selected as a component of the Digital Transformation Acceleration Project in Cameroon. Because in reality, no strategic sector can be effectively administered today except with the help of partial or heterogeneous monitoring tools.
The result of collective work and close collaboration between the Ministry of Posts and Telecommunications and the Ministry of Livestock, Fisheries and Animal Industries, this synergy has made it possible to ensure the coherence and complementarity of the actions undertaken for the benefit of this important sector for our economy. The equipment returned to MINEPIA will thus improve the quality of our data, strengthen our health monitoring, optimize emergency management and increase the effectiveness of public action in the agropastoral sector.
